Owners and operators are subjected to numerous local, state, and federal rules and regulations in the management of their apartment communities. There are rules and regulations applicable to owners and operators in their interaction with potential and actual residents. Additionally, there are rules and regulations applicable to them in their interaction with employees. There also are laws that apply to owners and operators when non-residents are on the apartment community property.

From maintaining and repairing the premises to employment matters to parking regulations for disabled persons, this section describes many of the current statutes, rules, and regulations owners and operators encounter in managing residential communities. This section also provides information relevant to owners and operators who have residents who tender bad checks and those who have residents involved in illegal drug manufacturing within their residences.

Finally, this section contains articles on issues regulated by state government versus local government in rental housing. In response to a desire to simplify business operations and lower compliance costs, the Indiana General Assembly has limited local government’s authority to regulate rental housing. Local governments are permitted to regulate rental housing in health codes, safety codes, and zoning.
